Background

In mid 2022, a new guidance was launched by the Environment Agency with regards to the legal requirements for the collection and disposal of items that contain Persistent Organic Pollutants (POPs).

These pollutants remain in the environment for sustained periods if not handled or managed in the correct way. They are found in large quantities in the textiles and foam of waste upholstered domestic seating. Originally these chemicals were used as flame retardants but are now banned.

To prevent an ongoing threat of POPs to the environment, the law dictates that any waste that contains POPs must be incinerated and must not be recycled, re-used or placed in landfill sites.

This guidance started from 1st January 2023 that upholstered domestic seating containing POPs must not be :

  • Submitted for Landfill
  • Contaminate other non-POPs containing wastes
  • Re-used or recycled

As a customer, what impact does this have for you?

The way we receive, store and process Waste Upholstered Domestic Seating containing POPs will change from 01 January 2023.

From this date forward we will be unable to accept POPs waste items in our skips where they are mixed in with other items. This is because any waste type containing POPs will contaminate other waste types which will be then classed as POPs contaminate. As such, the contents of the skip will be treated and priced accordingly.

How to identify waste upholstered domestic seating (WUDS) that contains POPs. These are :
 

  • Sofas
  • Sofa Beds
  • Kitchen and Dining room chairs
  • Home Office Chairs
  • Bean Bags
  • Stools and foot stools
  • Futons
  • Cushions
  • Sofa Cushions

Large POPs = £Call for disposal cost
I.e. multi-seat sofa, large armchair

Waste Upholstered Domestic Seating

Small POPs = £Call for disposal cost
I.e. small armchair, upholstered seat/stool and office chair

If a mixed load is contaminated with WUDS, or if the load is WUDS only, the following rate will be used:

Segregated POPs (Load Charge) = £300.00 per tonne, minimum 1 tonne.

The changes outlined above do not include solid wooden, plastic or metal furniture. This notice only applies to seating and furniture items classed as upholstered with foam and textile padding.

– The manufacture, sale and use of products containing POPs is now banned. Persistent organic pollutants (POPs) are poisonous chemical substances that break down slowly and get into food chains as a result.

– Many POPs were widely used during the boom in industrial production after World War II, when thousands of synthetic chemicals were introduced into commercial use. Many were used in the manufacture of upholstered domestic seating.
